Client context
A large municipal corporation processed citizen and business applications for multiple services governed by defined procedures, document requirements and delivery timelines.
These services could include licences, certificates, permissions, registrations, approvals and other Right to Services applications.
The challenge
Applications were often delayed because of missing documents, incomplete information, incorrect submissions or dependencies between departments.
Officials had to manually inspect each application and determine:
- Whether all required documents had been submitted
- Whether the documents matched the selected service
- Whether information was inconsistent across forms and attachments
- Whether the application should be accepted, returned or escalated
- Which officer or department was responsible for the next action
- Whether the application was likely to exceed its prescribed timeline
Applicants were often informed of deficiencies only after an officer reviewed the case, resulting in avoidable back-and-forth communication.
Management dashboards generally reported pending and overdue applications but provided limited insight into why applications were becoming delayed.
Our approach
We developed an RTS Intelligence module to support application scrutiny, deficiency detection and proactive SLA monitoring.
The solution analysed application records, service rules, submitted documents and workflow status to identify missing information and operational bottlenecks.
